Three roles, one workflow

The person, the rules, and the coding agent each have a different job.

The person decides

People confirm scope, thresholds, approval boundaries, destinations, retention, and other material choices.

The rules organize

Published rules connect what the system does to the safeguards that apply and keep open decisions visible.

The agent implements and reports

The coding agent receives explicit requirements, records evidence pointers, and states limitations without claiming independent verification.
